LOW INCOME HOUSING TAX CREDIT (LIHTC) PROGRAM: STARKEL PHASE II LLC
West Hartford Fellowship will be accepting applications for the Low-Income Housing Tax Credit apartments of Starkel Phase II LLC, located at 16 and 18 Starkel Road, West Hartford, CT 06117. There are studio, one bedroom and two-bedroom units in the LIHTC program at these buildings.
Each unit at Starkel Phase II LLC features a fully equipped kitchen including stainless steel appliances, washers and dryers and modern finishes. Building amenities include onsite parking, salon, art & activities room, fitness room, community room, food pantry, wellness center, lobby room with a computer lab, a café and a fully equipped onsite laundry room. Starkel Phase II LLC offers easy access to bus lines, Senior Center and Bishops Corner Plaza; neighborhood shops, restaurants, medical facilities, pharmacies, grocery stores, banks and post office.
The facility is primarily constructed for elderly persons 62+, whose average household income does not exceed 80% of HUD Area Median Income as adjusted for household size, with all 77 units deemed affordable pursuant to the LIHTC program. Applicants must meet all LIHTC and West Hartford Fellowship income and eligibility guidelines.

West Hartford Fellowship will use a Random-Draw Lottery System to select 200 applications from among eligible applications. Incomplete applications will not be processed or considered. The date and time of your application will not impact in the selection or placement on the waiting list. Those chosen in the lottery will be notified by mail no later than August 10, 2026. All disqualified or remaining pre-applications not selected for the lottery will be discarded with no further notice. Therefore, if you do not receive a letter by August 10, 2026, your pre-application was not drawn.
